One of the founders of the PEWA, of the fledgling Highway Outlaw Wrestling and a pioneer in hardcore wrestling, James Madison Jacobs, better known as one half of the Cruisers as Cruiser Jacobs. Out of the Cruisers, Jacobs brings the power, and can always be relied upon to be the voice of reason, even in some of the sketchy situations the Crusiers often find themselves in. Soft spoken, but authoritative when he does have something to say, Jacobs is especially fond of quoting from his favorite book and "life guide," Zen and the Art of Motorcycle Maintenance.

Cruiser Jacobs has always lived around motorcycles and motorcycle culture. From a young age, he became a skilled mechanic, and took up painting, poetry and bluegrass picking on the side. However, Jacobs found that his natural toughness and fighting ability came in handy whenever a friend was in need, none more so than Conrad Stevens, a motor mouthed fellow biker who often initiated many of the brawls the two found themselves in. Eventually, the two decided to take their brawls from the bar scene to the squared circle.

The rest of the story was the stuff of legend, the two going from bar brawls to the wrestling ring without missing a beat, adding on the insane Cruiser Khan and the charismatic Cruiser Taylor over the years, taking a major part in the formation of the Philadelphia Extreme Wrestling Alliance in 1999, and while Conrad and Jacobs were foundational members of the roster and management early on, the two soon took a step back.

In recent years, the Cruisers have started their own organization, Highway Outlaw Wrestling, a small-scale group running shows in biker bars and small gyms in North and South Dakota, with a mostly-older roster of grizzled brawlers.
