Custom Civil Protection models hacked together with materials I found all over everywhere. There are three models inside, all aesthetically identical. However, two of them use male and female citizen animations. You could use them for rogue units, or lower ranked units perhaps.
Additionally, they all have playermodel/HL2DM animations. If you can't take advantage of them, they'll otherwise function normally.
