How do you add this hat to the vendors list?

Checked on the FCS and the hat itself is not added to any vendor , only the blueprint. If you guys want to buy it on shop add to the vendrors list with the FCS.

cannot be found anywhere, even in hat shops. does this mod conflict with any other armor mod or shop mod?
