Epaminondas - Thebes City State

Trait:
Thebes are a City-State so can't create Settlers. Free Courthouse in occupied Cities. +30% Combat bonus when fighting units from a Civilization with more Cities. Can annex a City-State that has been ally for 5 turns. Starts with additional territory. Great General from Liberty Branch instead of Settler.

Building: Propylaea
Replace Walls. +1 Happiness. Improves City Defense. +1 Gold per incoming trade route and +1 for the owner of the trade route.

Unit: Sacred Company
Replace Swordsmen. No Iron needed. Have March and Heroism Promotion.

cant use settlers with them
