It's only a playermodel and it is not NPC,right?

Ok, I figured it out, the Model for Lust is actually on Sacramento and viseversa

I thought she was blonde, but the model ingame is brunette and has a different outfit.

how come the images show it as a blonde hair but when i download it and use, its black hair?

Yes. As long as certain conditions are met:

✓ The screenshots showcasing the mod are censored
✓ The title of the mod contains no NSFW text

This applies to most workshops, https://steamproxy.net/sharedfiles/filedetails/?id=1847809239 this guy got away with it, and he's barely following the guidelines. i'd say you have a 80% chance of successfully posting.
