United Baltics and Benelux

Description
By default the Baltics and Benelux consist out of nations that pretty much always die and have very similar interactions with the AI, by combing these nations they should get more of an influence as AI nations.

Compatibility: Great, this mod only changes state info, the countries will automatically choose the decision to unite in the first game hour

1.11 added new states in the Baltic, but until states are added in the Benelux/Baltic again, the mod will not need updating

don't ask for updates unless states are changed, the outdated indicator doesn't mean squat, it still works

if we got benelux and united baltics, why not united baltilics (the baltic and benelux together as one country)
