[VJ] Military SNPCs - Vietnam (ARVN/VC)

This pack adds seven NPCs each with friendly/enemy variants and multiple skins and bodygroups and Vietnamese voices.

NPCs:
ARVN Infantry, M1 Garrand
ARVN Sniper, Springfield
ARVN Machinegunner, BAR
VC Assault, RPG
VC Infantry, AK-47
VC Machingunner, RPD
VC Rifleman, Mosin-Nagant

NPC weapons:
M1918 Browning Automatic Rifle
M1 Garrand
RPD
Springfield
Mosin-Nagant

Update:
Fixed footstep sounds to be more appropriate
ARVN are now allied to CLASS_UNITED_STATES
NVA/VC are now allied to CLASS_RUSSIAN and CLASS_CHINA
This means they play nice with DrVrej's US and Soviet SNPCs as well as Yobamos the Donbass Rebel's China SNPCs.
