[INTRO]
After a series of in game test, it appears that the penetration chance is actually discrete instead of continuous where each discrete step is 5mm . Therefore, I manage to derive the unit's penetration based on its chance to penetrate according to my Penetration Chance VS Penetration-Armor Difference Table in my previous Rule of Engagement for face-to-face armor battle: https://www.reddit.com/r/Steel_Division/comments/cklpn1/engagement_rules_for_penetration_for_various/

Below is a list of all those guns' minimum penetration, at maximum range(usually 2000m except 28mm PANZERBUCHSE 41 with range of 1000m). Let me know if I miss any gun.

The following data is valid as of patch 1.5 and will most likely remain valid as long as Eugen do not change penetration data for those popular tanks like T-34, Tiger, etc.

How to use this table? You may ask.
Here is an example:
At 2000m, the IS-2 have 135mm penetration and the King Tiger have 180mm frontal armor.
Therefore the Penetration-Armor Difference here is 135mm-180mm=-45mm, which means IS-2's 122mm gun have 1% chance of penetration against King Tiger's frontal armor at 2000m.

It sounds frustrating, but you can verify this by selecting your IS-2 in game and put your cursor on a front facing King Tiger at 2000m or above, the game will tell you the exact same chance of penetration as the table.

Here is another example for the use of penetration table:
At 2000m, the Panther G's APCR shell have 90mm penetration and the IS-2/1943 have 160mm frontal armor. Therefore the Penetration-Armor Difference here is 90mm-160mm=-70mm, which means Panther G's 75mm gun using APCR shell have 0% chance of penetration against IS-2's frontal armor at 2000m.

Max Range Side Shot Guide
The penetration chance against those heavy monsters may sound frustrating, but there is still good news for you medium and light tank users: in game test shown that incident angle of projectiles only need to be larger than positive 30 degree or smaller than negative 30 degree for it to hit the SIDE armor of the target. Therefore you can even side-shot your foes even at max engagement distance of 2000m! Here is an example:
How to measure penetration value at various distance efficiently.
1. Make a deck for AI with only 1 card of tank of your choice.
2. Kill AI's tank until there is only 1 tank remaining.
3. At this time, AI will hide its tank behind some cover, somewhere your ground unit cannot see.
4. Send out your recon plane to spot that last tank.
5. Select your gun that you want to test and move your cursor over that last tank.
6. The game will tell you two values, the distance to target, and the chance of penetration.
7. Because your tank and AI's tank do not have direct LOS on each other, no one will get hurt and the test procedure can be conducted peacefully.

Example:
I am testing T-34's penetration at certain distance with a recon plane which keeps the enemy tank spotted.


The Penetration Chance VS Penetration Armor Difference table I made, where all these begin, were made with the help of HEAT round, whose penetration value is a fixed value so I don't need to worry about distance.

@Slugger, When you select a tank and move your cursor on enemy tank, it will show you the chance of penetration.

Not sure about the last table. How did you calculate the percentages?
