unless I'm missing something these stairs DO NOT work with PO. Converting this asset to PO does not create a procedural object; they remain as props.

Feature request: enable texture scaling on these stairs, as you can do with the PO square and cube (If this is possible of course).

As far as i know, that's not possible since the stairs are made for po. A work around for you would be using an invisible path, but i dont know how those works since i dont really play cities myself
