Allows the user to play as Harndon

Trait: Brotherhood of the Quera - Capital can spend a turn to produce an extra Spy. This can be done twice, regardless of the era. Recon and Ranged Units withdraw once when attacked. Friendly Forest acts as road. Cannot recruit any Tank Units. -50% Great General generation.
