Adds Benjamin Franklin – Printer and President of Pennsylvania – to the game as an alternate leader of America. Frankly, it helps in lightning the mood!

LUA: The First American
Fully Loyal cities gain +2 Great Person Points in every Specialty District. Gain access to the Print Satirical Newspapers city project.

LUP: Print Satirical Newspapers
Unlocked at Printing. For the duration, City loses -4 Loyalty per citizen per turn, but gains +2 Amenities. Upon Completion, City gains a Settler and a Military Engineer without losing a population.

holy shit how do you deal with the negative loyalty-4 loyalty is fucking insanity if you have a 10 pop citi it takes 3 turns to get to 0 like holy sh*t

I find that PortraitBackground = LEADER_NEUTRAL_BACKGROUND does't show in game setting screen.

So, Can you change his PortraitBackground to 'LEADER_T_ROOSEVELT_BACKGROUND'?

maybe as a workshop replacment but keep the project and make the building a requirment to run the project? would that work?
