Sets RaycastDistanceLimit distance to 0

Was -1 (unlimited)

Sets RaycastTimeMultiplier to 0.5

Was 2.0
Kinda irrelevant with max raycast distance set to 0

Draven_Stone, a server I was playing on turned off scripts because people were abusing raycasting and slowing down the sim speed. I made this to disable raycasting so they would enable scripts. They ended up making their own that does the same thing so I'll probably delete this.
