Description
This mod greatly reduces restrictions on sending volunteers.
Now you only need to have at least 3 divisions.
Even more - volunteer limit is changed.
Example: with 3 division army you will be able to send 1 division.

Updated to 1.7.1 and above. Most of my mods are using specific lines in defines, so they must be compatible with other mods and suit any game version.
