Report a translation problem
Maybe test on your end and see if you can start a new game on this map. I have all workshop subscribed and enabled before starting a new city.
FYI, is it possible to add a collection to the map requirements? Or will it only allow individual workshop be subscribed there?

@MarkJohnson- Many maps come with highways that terminate in suggested areas. You can bulldoze them if you want. Any highways that go from one end to the other of a map will generate traffic. If not, your new cities would not get populated.
I am having some issues with the map. I am using map editor to modify some things, however after I save, close to desktop, and then open back up the game and map I get the simulation failed error. I've stripped my subscriptions down to just the assets that come with the map and it continues to do the same thing. I would bet it's not the map on something on my end but I can't figured out what. I have a post in the forum as well and so far the communities suggestions have not worked.

There also seems to be a lot of traffic already in the map, like this is a saved game, but it starts as a new city.
