I know the devs made stoneworks require no plains because they figured plains gives you enough production, but that falls apart when you realize that sometimes the only plains tile is the one your city is on, which is all it takes to prevent you from building SW. Can lead you to make subpar city locations just to avoid settling on a plains tile when there's stone nearby.
@{OTD} Deramin: Restriction for Plains made no sense as the base city production is always 2 - unless a city is built on a Hills TERRAIN.
