Harsher Seasons and Greater Impact of Climate Change

All credits should go to Dresden as this is only an attempt to balance this aspect of the game with "Very Hard Campaign Overhaul".
This project is also a submod of "Radious - Very Hard Campaign Overhaul" so if you are subscribed to that one keep this deactivated"

All changes in this mod has been made with "Very Hard Campaign Overhaul" philosophy and style in mind:
- Bad weather are more frequent now (Especially Bad Autumn and Bad Winter). Extreme seasons are with same frequency.
- Some penalties are harsher especially in the North. Some penalties has been lowered though, especially in the East and South during Cold Seasons.
- Campaign movement penalties has been adjusted to "Movement" and "Movement + Supply System" mods.
- During cold seasons chances of disease outbreak are higher
