To release Slovakia or Geman minor states I needed to edit additional decsion files to allow the Player to give these nations cores without the use of the focus trees. Yet again - I only wanted to give the Player an option to form these without changing the AI behavior during peace conferences - that's why it's done via decisions and via separate mod.
This mod doesn't affect the AI. The AI never releases nations outside of events/focus trees/decisions.
Try to redownload this mod (unsubscribe and subscribe again).
I just updated it. Maybe it didn't download.

I fixed it - it should work now. It seems that I missed part of the script that blocked the Soviet Union and Spain from releasing nations based on their DLC focus trees.
