After a lot of troubleshooting (because I definitely didn't want to nuke from orbit and start over ;) ), I was able to fix my issue by doing this:
1) open steam, and unsubscribe from the mod
2) wait until the 'download' completes in the steam client.
3) close the steam client completely
4) restart the steam client after it has completely shut down and finished removing/updating files
5) go back to the workshop and re-subscribe to the mod
6) wait, once again, for the steam client to finish with the download/update
7) start stgellaris and check the launcher; the error was gone
