You get the last need from the merchant that moves to the Dilapidated Temple after you kill the samurais for him by the steps of Ashina Castle.

Dude, i think u can buy one from the info broker that appears in the dilapitated temple.
He won't be there at the start but after you play till a certain extent, i think after u do stuff for kuro, not sure, the info broker moves from ashina castle to D-temple.
