However, I second MigGui's suggestion of having some extra requirement for this building like the solar and fission plants have - I would suggest that fusion reactors be limited to coastal cities, to reflect the fact that fuel for fusion is most likely to be extracted from seawater.
another thing, all three mutual exclusive production buildings should have requirements: either you build on desert, or spend uranium, or...? you should add something. it's not like every single city in the world is capable of or interested in building a fusion reactor.
Chaos Warrior is right - a failure of the plasma containment field would just cause a failure in the fusion reaction - so no meltdown is possible. Expanding plasma would immediately cool down enough to safe temperatures.
