Extreme Temperatures Suit Power Usage Reduction 25%

the new temperature system added to the game, makes the suit draw a little too much power when the temperatures are at their extremes, (too hot or too cold) in my opinion, so this helps to fix that :)

This reduces the 'Extreme' power consumption multiplier from 2.5, to just 2, resulting in 25% reduction, with vanilla values there is barely enough time to go grab a drop container by jetpack and get back to base before you are in the red...
