More Naval Movement Range - Updated

Original description:

The Double Time Stance now grants +90% movement range, instead of +50% in vanilla.
(Works for player and AI and for all races)

I felt, that the movement range on sea is very short in vanilla. This mod tries to increases the range. I edited the "Double Time Stance", cause thats the easiest and most compatible way to achive this. Later I may try to give a general movement bonus to all sea regions with a script.
