Niter for Science and Culture

Description
Adds two projects: Niter for Weapon Tests and Niter for Fireworks. One that consumes Niter and creates Science. Another that creates Culture.

Put that obsolete Niter to work!

Requires the Gathering Storm Expansion.

I'm working on a mod that's going to adjust the resource requirements of late game units. Things like Battleships and Tanks should be build with Iron, not with Coal or Oil.

@Flactine, I'm not sure about how to handle translations. If you'd like you can re-upload my mod in another language.
