Resolutions - XCOM Initiative

Description
Available with Nanotechnology, the XCOM Initiative resolution allows players to work together to form the XCOM organization. The largest contributor receives the XCOM Headquarters wonder which grants them the sole ability to train XCOM Squad units.

This mod aims to make the XCOM Squad unit feel more important and unique than it currently is. XCOM Squad units get buffed with an extra move and a new promotion, Enemy Known, giving them bonuses versus Giant Death Robots. They also gain the ability to enter rival territory. XCOM Squad units can only be built by the civilization with the XCOM Headquarters wonder.

XCOM Headquarters Wonder: Can train XCOM Squad Units in all Cities. Three XCOM Squad Units appear near the Capital. Grants 1 additional Delegate in the World Congress. May only be built collaboratively through the World Congress.

Requires Brave New World.

I agree that XCOM units should be a limited resource that disappears forever after they die. It would sort of reflect XCOM gameplay better, the fact that each soldier is valuable.

It would also make the xcom units even more special than this mod already tries to do.

This mod would be so much better if first place got 3 xcom units, 2nd place got 2 units, and 3rd got 1. But nobody can build them. Once they are gone they are gone. Would take away the overpoweredness that the mod currently is.

I would easilly tweak somethings to make it more balanced, charming and practical to do in-game:
- Every nation that got 3rd position in making progress get 3 X-Com squad near the capital (this would charm weak nations looking for some way to defend themselves);
- Every nation that got 2nd position would receive a National Wonder in the capital allowing the production of X-Com squads
- The first position nation would receive a X-Com Wonder in the captial, giving every X-Com units controled by that nation the promotions related to the buffs you mentioned above (+some extra xp for all units produced maybe?)

Although I partially like the idea, it seems to conflict with itself. Few would vote for such a wonder in the Congress but the people who are capable of building a powerfull army to devastate their oponents. I mean, votes still can be sold, of course, and a war can change the productivity of a nation toward the progress, so maybe it still has a small window to be possible to be done without having the political power to win a diplomatic victory already, and we can always disable diplomatic victory too, so, the mod is still playable. However again, if a player is willing to make a victory trough war, then I he wouldn't waste his production in a congress wonder, making even the players who are actually willing to win trough war to don't vote for something that would only waste their productivity, leaving a congress wonder open to give random chances in the game. The idea still looks charming though, even if theorically inefficient.

Imagine a situation in Civ 6 where you have 1,2 or 3 xcom squads and you have to beat a gaint civilizations and along the way you capture cities and overthrow aliens, that would be fucking epic

Or you could totally build the aliens as OP and destroy XCOM since that is the new cannon for the game
