Figured out what was wrong with the shininess. This game's shader is stupid. It looks perfect if you set your shader settings to medium, and it looks absurd if you set it to very high. I tried everything before doing that. Turned the phong stuff totally off. Changed the phong stuff. Turned it back on. Did everything, but the shader settings was the only thing that worked. There were even a few vanilla weapons that did it, and they don't do that anymore, thankfully.

UPDATE: I thought it looked ugly, so I fixed it. Before you ask, no, I'm not going to change the Octavia one. Don't care about that one.
