For a temporary fix, I recommend downloading IGE (In-Game Editor) to fix your culture levels.
I can’t easily document my whole mod list, but I can list out the mods I added since my last game when it worked fine.

As well as roughly 5 new civs. But I doubt those caused it.
I'm not sure why, but I can only conclude that the worker bug is when combined with religions and something else in that case- I can easily run a game without it when religions is off, having made no other changes to my list.
However, when running this mod with Fire Emblem Religions, I found that the Shrine is indeed buildable from turn one. Not sure why this is, but I'll be patching it out shortly. Thanks for the heads-up.
