bugfix (v.4)

A collection of simple bugfixes to improve the player experience. Other modders are invited to join in fixing minor issues you encounter and I'll add you as a contributor. Please feel free to add this to your own mods or compilations—as a bugfix, no attribution is necessary.

• banner welcoming you to Act IV restored (I feel it makes the transition to Act IV more meaningful since there's no cut scene)
  
• typo in the main Act IV quest corrected
  
• rings, amulets, and pet tags no longer play their ''ding'' sound twice when they drop
  
• pet collars now sound like belts rather than rings
  
• Embermage: Death's Bounty rank 10 level requirement wrong (thanks to Caminetto)
  
• Outlander: Repulsion Hex would occasionally get ''stuck'' so it was always active
  
• Outlander: Rune Vault rank 14 wasn't applying its tier bonus (thanks to mamba)
  
• magic cannon drops didn't have a chance to upgrade to uniques (thanks to mamba)
  
• ''of Warming'' item affix was reducing electric damage instead of ice (thanks to mamba)

Compatibility: Always load this last. These fixes are relatively minor compared to possible functional changes that other mods provide, and If a mod happens to touch the same files you can always ask the modder to include the bugfix.
