There are 3 sets of batteries on the chopper. Starter batteries to power the front doors and engine, main batteries to power everything else and emergency power as backup for the main batteries. The main batteries will start to drain when you spawn the chopper in and will die in about 15 or so minutes if the chopper is left unused. However, you can still get into the chopper and start it up, which in turn will charge all the batteries.
I recently made an update and rewired the starter batteries so that they are completely unused till the chopper engine is started. Hence, the emergency power is not really needed anymore but I just left them in there just in case.
As for the external power source, you can subscribe to any power generators on the workshop but it too isn't really required anymore since the update.
