Description
LEGACY VERSION OF EXIGENCY CIVICS.

Obviously the two versions will probably kill each other and crash your game if you have both subscribed at once so... maybe don't do that




Want to start with Psionic Theory? Ever thought "hey, after building that Dyson Sphere I really need something else to waste my energy on"? Then these are the bonus civics for you!

This mod doesn't change any base files so it shouldn't cause any compatibility issues.

CHARITABLE TRADITIONS
No longer a standalone civic! Adds three simple edicts for empires with the default civics Ideological Foundation, Beacon of Liberty or Free Haven:
Disaster Fundraising: 3 year duration. +15% Governing Ethics Attraction and +20% Trust growth, for 500 energy
Famine Relief: 3 year duration. +15% Governing Ethics Attraction and +20% Trust growth, for 250 food
Continual Aid: Lasts ten years, costs 1000 food and 2000 energy. Reduces your energy and food production by 10%, but grants your empire +5% happiness, +50% Governing Ethics Attraction, +50% Trust growth/+50 Trust cap and +20% Trade attractiveness

Adds thirteen new civics:

ENGINEERED WORLD
Minerals Production: +10%
Minerals Capacity: +5000
Megastructure Build Speed: +20%
Megastructure Build Cost: -10%
Terraforming Speed: +20%
Terraforming Cost: -10%
Ship Hull Points: +15%
Armor Hit Points: +15%
Engineering Research Speed: +20%
Physics Research Speed: -10%
Society Research Speed: -10%
Ship Shields: -15%

POWER CORE
Monthly Energy: +2
Empire Energy Generation: +10%
Energy Storage Capacity: +5000
Shield Hitpoints: +20%
Ship Upkeep: -10%

DECADENT HIERARCHY
A dozen noble houses and merchant guilds clash for control. The empire barely functions. But a new ruler has arisen to change all that... a ruler who even the most decadent of the houses fears and respects.
-Dictatorial or Imperial authority only
+4 Ruler skill levels
+10% Slave output
+15% to planet unrest
Also unlocks a few unique edicts.

MANUFACTURED SPECIES
This is an exact copy of of Syncretic Evolution at present, just with different text and icons for flavour.

ALPHA STRIKE
-Must be Militarist
+35% ship weapon damage, +25% ship speed and +50% disengage chance
+15% to shipyard build rate
-20% to ship fire rate, -15% to hull and -20% to armour

DIVINE LEGACY
Cannot be changed after game start
Gain a trait that grants +300 leader lifespan
+50% Leader cost, -25% leader experience gain and -25% growth speed

INDUSTRIAL NIGHTMARE
-Must be Materialist
Cannot be changed after game start
+5% Empire minerals production and +5% Empire energy production at cost of -5% to all planet habitability.
Unlocks the Industrial Nightmare planetary edict (200 Influence, lasts 50 years): +25% Minerals and +15% Energy production, but -10% habitability, -5% happiness, -10% Unity and -20% Governing Ethics Attraction on that planet.

FORSAKEN
Cannot be changed after game start
Perhaps this nation toyed with forbidden knowledge. Perhaps they angered the one empire in the galaxy that could best them in war. And now this humbled society retains only the tiniest fraction of their former glory.
+10% Research Speed and +1 Research Alternatives
However your species gains the Broken trait, -5% Happiness, -25% Unity production and growth speed

PSIONIC HERITAGE
-Must be Spiritualist
Cannot be changed after game start
Begin the game with the Psionic Theory tech already researched. Also unlocks a couple of new techs: these techs are available to anyone with the Exigency mod active but you're much more likely to get them with the Psionic Heritage civic.

SAPIENT INTERVENTION
-Must not be Spiritualist
Cannot be changed after game start
An AI secretly rules your empire, but this is a good thing, as you can spend all your excess Energy on various buffs. This civic grants a range of new campaigns and edicts, some empire-wide, some planetary. Additional edicts are unlocked as your empire researches new technologies.

Planet edicts:
Mining Optimisation: Requires the Mineral Processing tech. For 2000 Energy, grants +10 minerals a month for 10 years.
Matter Creation: Improved version of the above, requiring the Matter Generation tech. 4000 Energy granting +30 minerals a month for 10 years.
(Note that although the planetary edicts require building technologies to be researched, you don’t actually need those buildings placed on the planet’s tiles to unlock the edicts! Numbers are subject to change in later versions because I don't really know what I'm doing)

Empire edicts:
Vote Manipulation: 300 Energy, lasts 1 year. Grants +10% Governing Ethics Attraction and most notably sets the Influence cost of supporting an election candidate to 0. Which isn’t any good if you’re not using a democratic authority, but still.
Priority Protocol: Requires the Planetary Unification tech. 2000 Energy, lasts 10 years. Grants +15% Governing Ethics Attraction and increases your monthly Influence by 0.5 points.
Enhanced Protocol: Requires the Colonial Centralization tech. 5000 Energy, lasts 10 years. Grants +25% Governing Ethics Attraction and increases your monthly Influence by 1 point.
Crisis Protocol: Requires the Sapient AI tech. 15000 Energy, lasts 2 years. Grants the ships in your fleets +33% weapon damage and +33% evasion.
Ascension Protocol: Requires the Synthetic Evolution ascension perk. 20000 Energy, lasts 10 years. +2 monthly Influence, +30% Unity production.
Ambition: Next Level: An Ambition that scales to tradition Unity cost like all the other default Ambitions, lasts 10 years. Requires a completed Dyson Sphere. Boosts research speed, influence and fleet capacity at the cost of reducing your Energy production

PLANETARY SENATE
-Must be Democratic
Cannot be changed after game start
A more extreme version of Parliamentary System.
+50% Faction Influence
+2 empire leader pool size,+2 empire leader cap and -35% leader cost
-10% Unity
-1 Base Influence

ONLY WAR
-Must be Militarist
In the grim darkness of the far future...
+15% Fleet damage
+25% Army damage
+20% Fleet capacity
-5% Research speed
-5% Empire happiness

For those who still play Stellaris 2.1: I created a new AI mod which is based on Glavius's work, but my mod goes much deeper and have a lot of unique features, leading to much better AI. And also I update it quite often, adding new stuff.
