If I recall correctly this is a mod used as a pre-requisite for a strategy overhaul in development. It's released here because it's fully functional as it is pretty much.
And besides it's useful for example if you install other mods that let you make uniforms, cohesive squads, or so on, so that you can get all that done before a mission even generates.
Don't feel compelled to use it if you don't understand it!
