Description
This is a very simple mod that affects peace conferences.

What it does is that it does away with the additional points for passing, forcing players to sometimes leave defeated countries partially intact after the war if they didn't have claims/warscore enough.

Pretty neat idea, it could work very well for mods in other time periods like the Victorian Age.
