[WotC] Swap Stun And Burn Melee

Description
The mod solves the issue that the tier 3 melee upgrades are effectivly a downgrade. Tier 3 upgrades in vanilla provide a burn effect while tier 2 provides a stun chance.

With this mod, by default, tier 2 items will now provide burn damage and tier 3 items will instead provide the stun chance.
All other stats are unaffected by this. Only items that had burn or stun chance before, are modified by default.

Additionally, the mod includes an .ini file with comments where you can modify the stun chances and the amount of burn damage per turn, for each of the following melee weapons:
- Swords (Tier 2 and 3)
- Hunter Axes (Tier 2 and 3)
- Skirmisher Ripjack (Tier 2 and 3)
- Templar Gauntlets (Tier 2 and 3)
- The Chosen Assassin's Sword

Compatibility
No class overrides.
The mod should be compatible with all other mods, but if a mod changes the stun chances or fire damage of the mentioned items, this mod might override it.

I always thought Burn is a better stun that stun itself since you can burn Priests which technically a stun since they cant use psi skills

I think this might work. (I just started a new run so don't have tier 2 blades yet so can't test)

TLE_SWORD_MAGNETIC_STUNCHANCE = 0
TLE_SWORD_BEAM_STUNCHANCE = 25

is it possible to edit anything to have this apply to the TLP swords?

Thanks for this. The first time I saw the Tier 3 melee upgrades in vanilla, I was like "How is this even an upgrade if I lose stun?" Sometimes Firaxis makes some really odd design decisions.
