How to make a Pearlescent on Matte color
1. Drive with your Car in LSC or any other Customizing Shop.

2. Then go down to the Respray option and go to Primary Colors.

3. Then go to the Matte section and choose your desired Matte color.

4. Go to the Metallic section and then go back out of that section, then go one more time back, go to Plate section and buy a plate then revert back to the plate you had before buying the other plate.

5. Go back to the the Respray section then to Primary Colors and then go to the Pearlescent section. Then choose the desired pearlescent for your car.

@HicSuntLeones the 1st paint is found in Metallic section, The 2nd part is the pearlescent layer you add on top of the metallic layer

Can someone explain to me how to do this? I want to do Nebula Blue but am having trouble. How do I apply both paints at once?
