This is strictly a pulley problem. I could put scenery to help guide players where to place things, but I have to be careful as to not give away the solution.

You could fix it pretty easily by putting something solid under the switch which catches the ball and blocks the balloon. I don't know if it's worth fiddling with a 3 year old puzzle since noone will see it.

This is another one where it sometimes requires fiddling with parts in order to not lose due to bad luck. Depending on where you put the pulley the hot air balloon will sometimes bump the lightswitch when it's supposed to pass under.
