Wacky Monopoly

This variant adds a new decks of cards into Monopoly called "Wacky Cards".
These cards have various effects that will spice up the game.
From advancing to a certain space, so stealing a property from any opponent - lots of things can happen with these cards.

The rules have been updated, so that Wacky Cards are drawn more often.
