I don't know much about this stuff, but it could be that some file is not correctly installed (by Steam), which is causing the wallpaper not to show. To correct this, Steam has a simple guide: https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335 . You could also just try to reinstall the wallpaper, no idea if that helps.
