I am actually only looking for a mod that increases building costs and building time, as to slow the campaign down. I'll try to make a mod myself I guess :D
Right now im not really interested in ToB, at least for now.
Feel free to republish this mod or salvage parts of it with PFM.
It's the only one I find that really slows down the campaign.
I don't want to encounter max level settlements by turn 60, so I'd really want to try it out.
Doesn't seem to launch atm, maybe mod conflict.
