Arby was delayed because unlike the regular H3 Elites he had far fewer lines to work with. The regulars had to have many different and applicable lines recorded to keep their dialogue varied through any kind of event, but Arby only needed cutscene dialogue and a few goofy lines if you stared at him.
I hated the idea of adding nonsensical lines to XCOM more than anything since it broke my immersion, and having less than half of the variety than usual I tried to do some sound edits. But when that failed I became rather disheartened and quietly dropped the task.
So satisfying to hear after a kill:
"Get up, why don'y you get up!"
"How does it feel to be dead... wait, don't answer that"
"You can't best a Sangheili, Vermin!"
You really put in good work to pair up the appropriate lines for item picks ups, sprinting etc., for both voice packs, which a lot of people don't do when they upload a voice pack.
