Okay, so I flipped sides, went onto allies instead of axis. It's the allied AI that doesn't like to build. Axis had no issues building.

strange what u say Riggsy coz AI build with me ... but harder for PE to build coz a lil enough place for AI

The game doesn't seem to like this map, none of the AI actually build up anything, regardless of difficulty you set in a skirmish
