I believe the solid answer is that yes, in some cases it does replace the original file. In my game, when I last launched, I had both libraries available. If you would like to test that I am correct, try disabling this mod in the Content Manager, load your game, and you should find the original Library 3D graphic file for your building. Then you may re-enable it again.
Please let me know if I was correct.
