Ancient Governments Rearranged (Vanilla)

Description
(yes, this is a vanilla version, the screenshot shows expansion because i have it installed, but i adjusted the code to work for vanilla!)

Vanilla Version, R+F Version here --> http://steamproxy.net/sharedfiles/filedetails/?id=1343538720

CONTRA POLITICAL PHILOSOPHY BEELINING!
Now it's really a choice what government you want to go for.

To my taste, there is a little bit too much beelining in CiVI and not enough choices. The rush for Political Philosophy is as sure as death and taxes. I hate it so much, I started modding just to get rid of it :D

-- THE FACTS --

Rearranges the Autocracy and Oligarchy governments to State Workforce and Early Empire while leaving Classical Republic on Political Philosophy. Also moves Diplomatic League policy from Political Philosophy to Early Empire because Oligarchy requires at least one diplomatic policy to be set.

-- THE REASONS --

This is not balance tested. But so far, everything seems to be technically functional. Please report any bugs and gameplay issues/suggestions.

Autocracy on State Workforce to give solid wonder construction bonuses. Oligarchy on Early Empire so it gives better sustain to your troops & your loyalty while you go for more settlements.

Now you can avoid Political Philosophy for quite a while. Especially if you go for longer paced games. "Theological autocrats" and "Warmoning oligarchs" have a harder setup while "Warmoning autocrats" and "Theological oligarchs" would be the more straight forward approaches.

Let me know what you think, I am always open for suggestions. Also, feel free to reuse this ideas and code (its really just a few UPDATE lines) in your projects. Mentions appreciated :)

It says Vanilla, but the icons show Governor Titles.
