The Shire, Hobbit Civilization

This mod adds Hobbit Civilization with Sam as Mayor of the Shire.
The trait is: +50% Golden Age duration, +100% Great Writer rate modifier during Golden Age, it starts with a Hobbit, all archer units receive burglar promotion.
Unique Building is Smials: replaces granary, like granary but +15% food kept after city growth.
Unique Unit: Hobbit that replaces archer. Hobbit has range 1 but some promotions: scouting III and logistics.

These civilizations, which I am doing based on Tolkien's books (Lord of the Rings, The Hobbit and Silmarillion) are more powerful than the normal ones, so if they are played individually they have clear advantages over the others. Instead my goal is to make these civilizations to create scenarios where there are only these civilizations that will recreate situations in Tolkien's books.

Hobbits are a fictional, diminutive, humanoid race who inhabit the lands of Middle-earth in J. R. R. Tolkien’s fiction. They are also referred to as Halflings. At the time of the events in The Lord of the Rings, hobbits lived in the Shire and in Bree in the north west of Middle-earth, though by the end, some had moved out to the Tower Hills and to Gondor and Rohan.

Smials were the hobbit-holes tunelled into earth mounds and hills.

Sam was born on 6 April 2980 TE in the County, the youngest son of Hamfast. As a gardener, Sam seemed to be a Hobbit like everyone else, a lover of food, beer, and well-cultivated land; however, his love for the Elves, his gift to poetry, and the conviction that the world contains greater wonders than those most of the Hobbits know made it different from others and the more open and receptive mind . He took part, with his owner Frodo Baggins, on the journey to Imladris. Formed The Fellowship of the Ring of which he was a part, he traveled to Mordor along with Frodo and the Fellowship. When the Fellowship ended, he was the only one along with Frodo to continue the journey to Mordor. After various vicissitudes, they managed to fulfill their mandate and returned to The Shire, where, after a few years, Sam became Mayor of The Shire.
