I don't know if this is helpful or not, but I had a similar thing happen on Day of Infamy with a Band of Brothers menu music mod. However i found that after i placed the .vpk into the custom folder directly and on the second time loading up the game it works fine now. Might be similar thing with this.

Sounds right to me. Did you do snd_restart? Alternatively, if you don't do snd_restart, does it sound fine?
