ye agents have always been unblanced in TW games the same agent stoping your amry for 6 turns and they dont get wise and catch/kill him really i mean really....

Good! Now I wont have to use them either. I think CA made agents about as deadly as a biochemical weapon in this game. They are insanely OP and it makes no sense at all.

it removes the parameters that let the ai decide how to use agents, so they are still there in a save game but the ai does not use them

So what exactly does is do? Does it just removes the A.I's agents or all agents?
