If you want high-effort i'd suggest you don't download a meme mod using sounds from a film you haven't seen. Feel free to see my high quality submissions for other source games if you want quality. Everything on this mod page screams "meme mod", so I think it's fair to say that you are at fault there for setting your expectations too high.
By the way, I don't see any workshop submissions on your profile, where are these high standard mods you speak of?

You're right, I haven't seen this Sacha's movie.

However, I need no context to know that using the same sound for "affirmative" and "negative" makes no sense.

I also sometimes make free custom content for games, although I have a little higher standards. To each their own, I guess, but one (usually) gets feedback according to what they've made.

pl_deathshout_distant* are also all another different sound, but all the same
ALL "affirmative" and "negative" sounds just "Aladeen"

There's more nonsense, but the crap above alone makes it not worth it already.
