By steps:
1) Create a folder in the addons directory ("../left 4 dead 2/left4dead2/addons") with the same name as your future vpk file of your campaign. It should contain a sub-folder named "sound".
2) Put all of sound files into this "sound" folder.
3) Launch the game. Build sound.cache for the addon using in-game console command: "snd_buildsoundcachefordirectory ../left4dead2/addons/<name of your folder same as your' future VPK file name>".
This command will search for a directory called sound and create a file called sound.cache within it.
4) Go to "../left 4 dead 2/left4dead2/addons/<name of your folder same as your' future VPK file name>/sound". Copy newly created sound.cache into your campaign folder, repack the VPK and that's it.
