NCR Veteran Ranger: Fallout New Vegas (Black Retexture)

Description
After knowing Lt.Rocky's NCR Ranger Bill mod for awhile, I was wishing there were a version of this with the helmet.
I thought it would be a fun idea and project to make a version of this with the helmet.

So I bring you, Fallout NCR Veteran Ranger! (Black Rexture)

Replaces Francis.
