The lamp poles and unused sidewalks are quite silly but this is the lightest-weight and most reliable modification possible so I guess we deal with it. As players we can maybe drag power lines next to it to make it visually noisy; or a functional cycling or mixed pedestrian path and justify the lamp poles on tram tracks as a way of helping people see an incoming Tram at night or a tram driver see any track invasions, even though the well-behaved people will avoid stepping on the not-a-sidewalk most of the time anyway. Nice.
Alternatively to this mod, you can also use Traffic Manager President Edition and manually set the speed limit of each road section, instead of having a new road just for a different speed limit.
