It works. I used it last night. I did how ever have crashes due to mod conflicts. But it still works

Try running the mod It's a Small World along side this. Rome is rather troubled too by being surrounded by a ton of minor nations which by default are incredibly strong for their size compared to the major powers due to some hidden boosts to base income and army numbers behind the scenes.

Rome still seems weak, playing Sparta. It's getting killed by northern tribes, and North western, And allies taking land which Rome should have.
