Report a translation problem
If you copy the mod into your local mods folder ("user/documents/master of orion/mods/") then you can edit the only .yaml file in notepad and use whatever numbers you like.
Make certain if you do any of this that you only change the numbers. The game imports the mods from the text files and has trouble if you change the number of spaces in front of the lines of text.
Also, 100 was interesting once, but I won't be doing it for myself again... it's just too much.
